Born in Carleton County, New Brunswick, Foster was educated in the classics and was a professor of that discipline before entering politics. Elected to the House of Commons in 1882, he held a seat until 1900, and again from 1904 until 1921 when he was appointed to the Senate. Occupying a central position in the Conservative Party and in the political life of his country, he served as Minister of Marine and Fisheries under Macdonald; as Minister of Finance in the Governments of Macdonald, Abbott, Thompson, Bowell and Tupper; and as Minister of Commerce under Borden and Meighen. He died in Ottawa.
