Personal information banks (PIBs) are descriptions of personal information that are maintained by government institution about individuals, in support of specific programs and activities. The Privacy Act requires that Personal Information Banks include all personal information that is organized and retrievable by a person's name or by an identifying number, symbol or other particular assigned only to that person. Personal Information Banks must also include personal information that has been or is being used, or is available for use for an administrative purpose.

Aquatic invasive species prevention permits

Description

This bank contains information used to confirm compliance with aquatic invasive species regulations. Personal information may include name, name, contact information, location of last use of watercraft and water gear, intended location of next use, watercraft, vessel and vehicle information such as type, model, registration and license plate.


Class of individuals

National parks visitors


Purpose

The personal information is used to administer the protection and conservation of natural and cultural resources and for the issuance of watercraft use permit to comply with regulations related to the use of watercraft and water-related gear in the park. The information will also be used for to record watercraft usage in the park and assess risk for introduction of aquatic invasive species. Personal information is collected pursuant to sections 8(2), 16(3) and 18 of Canada National Parks Act, the section 6 of Species at Risk Act and Section 7 of the National Park General Regulations.


Consistent uses

The information will be used to assess risk of the introduction and spread of aquatic invasive species from the use of the visitor’s watercraft or water-related gear. Data will be aggregated and reported on annually in internal reports to inform management decisions. The personal information may also be shared with law enforcement branch for enforcing Canada National Parks Act and provision of various other statutes that support the Agency’s mandate.


Retention and disposal standards

Physical records will be retained for a maximum of 5 years and then they will be destroyed. Data analysis resulting from the records will not contain personal information.

Description

Description

Law Enforcement Program

Description

This bank contains personal information about individuals that were implicated in an incident or investigation undertaken by Parks Canada Park wardens in enforcing the laws of Canada as they relate to the Agency mandate. The personal information collected as a result of an incident or investigation may include names; contact information; physical attributes; date of birth; vehicle information, vessel information, identification numbers; criminal history; company name; the date and nature of the alleged incident or investigation; and the law enforcement action (charged, fined, warned, evicted).


Class of individuals

Visitors and businesses within the jurisdiction of Parks Canada.


Purpose

Information collected as part of an incident or investigation may be used by the Agency for the purpose of enforcing the Canada National Parks Act and its regulations and other complementary legislation such as the Criminal Code, the Species at Risk Act, and other federal and provincial legislation for the purpose of protection and conservation of natural and cultural resources and protecting the quality of the visitor experience. Information collected as a result of an incident or investigation is entered into the Agency’s Incident and Event Management system for Law Enforcement (IEM-LE).


Consistent uses

Information within IEM-LE may be used to report critical incidents to senior management, produce year-end reports and to develop law enforcement policies or guidelines. Pursuant to section 8(2)(a), (e) and (f) of the Privacy Act, personal information may also be disclosed to an investigative body as listed in the Privacy Regulations or to a municipal, provincial/territorial, or other policing service, under certain circumstances as described in those sections of the Act.


Retention and disposal standards

Records will be retained for five years or until they no longer have operational value, after which they will be destroyed.

Description

National historic sites and the National Program of Historical Commemoration

Description

This bank describes information about the commemoration and conservation of historic places of national and international significance, it also includes a funding program, the National Cost-Sharing Program for Historic Places. Personal information may include name, contact information, financial information, language of communication, personal views and opinions of the individual, other personal data which may be contained in the project proposal, and signature. For historical commemoration, this includes personal information from the National Program of Historical Commemoration including proponents for each nomination, and information about external readers involved with submission reports, reviews of designations and plaque texts. Expert analysis and personal opinions related to designations are included.


Class of individuals

Owners, lessees and operators of historic sites or their representatives, and representatives of private sector businesses, provincial, territorial, and local governments, heritage stakeholder groups, Indigenous groups and other non-profit organizations, and provincial or territorial Crown corporations that provide funding or are otherwise involved in the commemoration or conservation of Canada's historic places. All individuals involved in the commemoration process including members of the public, academics, culture experts, Indigenous readers and representatives of communities and organizations.


Purpose

Information is used in commemoration decisions, to maintain a register of owners and lessees of national historic sites, and to process applications for funding and assistance under related programs. Personal information is collected pursuant to the Parks Canada Agency Act. Information is used to support public involvement in the commemoration process to confirm and broaden historical content developed for each designation.


Consistent uses

The Canadian Register of National Historic Sites and the Directory of Federal Heritage Designations are publicly accessible on the Parks Canada website. Information may also be used for program evaluation and/or reporting purposes. The National Program of Historical Commemoration is based on public nominations and members of the public (referring to experts, local groups, relevant Indigenous communities) are involved in every phase of the commemoration process as it relates to an individual designation.

Description

Description

This information is held by the Contractor on behalf of PCA.

Description

This personal information bank provides a chronological overview of the individual's service as a park warden for Parks Canada. The Park Warden Administrative Relational Database (PWARD) is an automated management system used by human resources professionals, law enforcement managers and employees. The personal information captured includes the employee name, user name, contact information, emergency contact information, date of birth, tenure type, employee identification number, park warden employment information, employee personnel information, prohibitions (e.g. firearms and driving), reporting relationship (supervisor's position number and title), photographs, medical information, employment equity information, grievances, health and safety and accident reporting, honours and awards, licences and certifications, prior work experience.


Class of individuals

Applicants, permanent employees (includes active, retired employees) of Parks Canada, term, casual and part-time employees, agency personnel, students, contractors, training, and human resource personnel.


Purpose

This information is used for the administration of human resources, such as compensation, employment equity, grievances, human resources planning and development, labour relations, occupational health and safety, official languages, organizational design, payroll and attendance, reliability checks, issue of identification cards, building passes and parking permits, relocation, staffing, training, to conduct internal surveys and for the processing of complaints against the Agency. Employee training information is used by managers and/or supervisors to formulate departmental training plans, verify training courses and to meet the requirements of the Canada Labour Code Emergency contact information is used by managers and/or supervisors for notification purposes in the event of an emergency. Personal information is collected pursuant to section 13(1) and 13(3) of the Parks Canada Agency Act.

Personal information may be shared with the Law Enforcement branch for enforcing the Canada National Parks Act, the National Marine Conservation Areas Act, the Saguenay-St. Lawrence Marine Park Act, Rouge National Urban Park Act and provisions of various other statutes that support the Agency’s mandate. Information may be shared between the Contractor and PCA for the purpose of fulfilling the Contractor’s contractual obligations. Personal contact information may be shared with PCA employees responsible for the administration and management of the National Newsletter. In this case, personal information is only shared if the person concerned agrees, through the opt-in option, to have his or her contact details to the national newsletter. Aggregated information can be used for statistics. Management of visitation, statistics, revenue, maintenance decisions and future planning.


Retention and disposal standards

Reservation information remains in the system for 5 years after the trip to respond to refund requests. Reservation Call Centre recordings are retained for 180 days for ensuring compliance on the Contractor's contractual obligations. At the end of the 180-day retention period the recordings are purged from the Contractor's system. All personal information collected is purged from the database 31 days after the camping event has ended. As per the users account and contact information transmitted to the National Newsletter database (upon opt-in by an individual). In April 2017, Parks Canada received a new disposition authority from Library and Archives Canada. LAC archivist needs to analyse each function of Parks Canada's operations to determine the information resources of archival value. Once the information resources of archival value have been determined, retention schedules and structures for the organization of information resources will be developed. In the meantime, Parks Canada is required to retain all records in their current format and with their complete content.

Description

Description

The Research and Collection Permit System is an online system for the administration and management of research application, permitting, tracking, storage and reporting in national historic sites, national parks, national marine conservation areas and urban park that enables all research to be conducted under standardized and harmonized rules, regulations and procedures, and facilitates storage of research information in a single multidisciplinary database. Personal information is collected pursuant to subsections 11 (3); 14 (2); 15(2) of the Historic Canals Regulations to issue work permit. It is used to identify projects to ensure that research and collection activities are conducted under nationally consistent guidelines and procedures, by qualified people, using methods that are scientifically sound and which comply with applicable legislation, policies and corporate priorities.

The information you provided may be used and/or disclosed for the purposes of policy analysis, research, audit, evaluation and statistics.


Retention and disposal standards

In April 2017, Parks Canada received a new disposition authority from Library and Archives Canada. LAC archivist needs to analyse each function of Parks Canada's operations to determine the information resources of archival value. Once the information resources of archival value have been determined, retention schedules and structures for the organization of information resources will be developed. In the meantime, Parks Canada is required to retain all records in their current format and with their complete content.
