Born in St. John’s, Cullen was educated in Montreal and studied sculpture under Philippe Hébert before going to Paris to study painting at the École des Beaux-Arts. Returning to Canada in 1895 he became an instructor at the Art Association of Montreal, continuing there until he went overseas during the first world war, as official artist for Canadian War Memorials. Elected to the Société des Beaux-Arts in 1895, A.R.C.A. in 1899, and R.C.A. in 1907, his international reputation rested primarily upon his impressionistic interpretation of the Canadian winter scene. He died at Chambly, Quebec.
