What is a Parks Canada Management Plan?
Canada’s national parks, national historic sites, and national marine conservation areas are heritage places that protect Canada’s natural and cultural heritage, and offer truly Canadian experiences. A Parks Canada Management Plan guides management decisions and actions, and serves as a key accountability document to the public for each place. It also includes key strategies, objectives and targets to achieve expected results. A Management Plan is the road map that guides us to:
- protect natural and cultural resources
- facilitate visitor experiences and learning opportunities
- collaborate with Indigenous partners and other partners and stakeholders
Under the Canada National Parks Act, we are required to review our park management plan every ten years. Parks Canada intends to table a new Management Plan for Pacific Rim National Park Reserve in Parliament in late 2025.

Plan review and implementation process
- Management plan review (two years) and implementation (eight years) is a continuous cycle of engagement, decision-making, evaluating and reporting.
- An internal assessment (State of the Site Assessment) is prepared two years before a new plan is due to set the stage for the management plan review.
- Parks Canada sets the scope of the plan based on the State of the Site Assessments, an evaluation of the current management plan, the Agency’s corporate priorities, and other factors.
- Parks Canada will provide opportunities for Indigenous, partner and stakeholder, and public involvement as the plan is developed.
- The final plans are approved by the Minister of Environment and Climate Change and tabled in Parliament.
- Each park and site reports annually on progress in implementing its management plan.
