Parks Canada is updating the management plan for the Fortress of Louisbourg National Historic Site

The management of a national historic site is guided by a site management plan. A management plan provides strategic and long-term direction for site management, outlining a 15 to 20-year vision as well as objectives for the 10-year lifespan of the plan.

This strategic direction is required by legislation and informed by consultation with Indigenous partners, stakeholders and other partners, and the Canadian public. Once approved by the Minister responsible for Parks Canada, the management plan is tabled in Parliament, serving as the primary public accountability document for the national historic site.

The draft management plan for the Fortress of Louisbourg National Historic Site outlines direction for:

• fostering greater public understanding and appreciation for the full scope of Louisbourg’s history
• ensuring the conservation of the site’s cultural resources
• building mutually beneficial relationships with the Mi’kmaq of Nova Scotia, and increasing their connections to the site
• strengthening collaboration with local communities, and with tourism and economic development interests in site management
• responding to challenges such as climate change while maintaining the site’s heritage value and ecological integrity

Invitation to provide feedback

A draft management plan for the Fortress of Louisbourg National Historic Site has been prepared by Parks Canada to replace the 2011 management plan, it is ready for public review.

This draft plan was prepared following engagement in fall 2022 with the Mi’kmaq of Nova Scotia, local communities, groups and organizations representing tourism, conservation and economic development interests and the Canadian public.

We invite you to review the draft management plan for the Fortress of Louisbourg National Historic Site and provide your feedback. Hearing from a wide range of people with diverse perspectives will inform and strengthen the future management direction for the site. Consultation on the draft Fortress of Louisbourg National Historic Site Management Plan is open from May 6 to June 1, 2024. We encourage you to share your thoughts.

Here are some questions to keep in mind as you review the draft plan:

1. Does the vision for the site reflect how you see the fortress in 15 to 20 years? If not, why not?
2. Do you agree with the key priorities outlined to ensure the relevance of the site to all people in Canada? If not, what other measures should we consider?
3. Does the plan adequately address the conservation of the cultural values of the site? If not, what are your priorities in these areas?
4. Does the plan adequately reflect the importance of strengthening relationships with the Mi’kmaq of Nova Scotia, the local community, and the tourism industry?
5. Does the plan address priorities for site infrastructure, particularly adapting to climate change while preserving the heritage character of the site?

Your feedback will help us finalize the management plan for the site. While not all suggestions may be reflected in the final management plan, Parks Canada will take note of all ideas to inform operational decision-making for the site.
