7.05 Economic Impact Study
Prior to the signing of this Agreement, the CPS has, in consultation with the SHHTC , the SHCC , the IRC and the GNWT , developed an economic impact study which identifies potential Inuvialuit business and employment opportunities associated with the establishment, development, management and operation of the Park. At least once each year, or as often as otherwise may be agreed to by the Parties, representatives of the CPS and the GNWT shall meet with the IRC, the SHHTC and the SHCC to review the business, employment and training record of Canada and the GNWT during the previous year, to recommend improvements which should be made to the employment, training and contract practices of Canada and the GNWT, and to develop goals for business, employment and training and projections of employment needs for subsequent years. Canada shall pay the costs of this meeting and transportation, accommodation and incidental expenses of one delegate of the SHHTC and the SHCC.
7.06 Tourism development plans for Sachs Harbour
Within two years of the signing of this Agreement, the GNWT shall in consultation with the people of Sachs Harbour and the CPS produce a tourism development plan for that community. The plan shall at a minimum:
- include strategies for the development of tourism on Banks Island as a whole;
- seek to maximize both direct and indirect tourism business and employment opportunities associated with the operation of the Park;
- include provisions for training and skill development of Inuvialuit;
- include provisions for the development of package tours and associated facilities and services; and
- include provisions for the development of Inuvialuit business development plans and the provision of financial assistance to qualified Inuvialuit.
Representatives of the Department of Economic Development and Tourism shall, at the expense of the GNWT, meet at least once a year with Inuvialuit in Sachs Harbour to review and update the tourism development plan.
