Conclusion of the fifth collective bargaining session

Representatives from the Public Service Alliance of Canada (PSAC) and Parks Canada concluded their fifth round of negotiations which took place from February 7th to 9th, 2023.
Once again, the parties engaged in meaningful discussions to clarify their respective positions and to better understand the intent of previously tabled proposals, including the full economic proposal tabled by the PSAC in January 2023.
The PSAC was invited to narrow its more than 100 outstanding monetary and non-monetary proposals, and Parks Canada worked to do the same with its proposals. Parks Canada narrowed its position throughout this session, withdrawing two of its proposals and amending one. Instead, the PSAC maintained status quo on all of its demands and communicated its disappointment at the bargaining table, citing a lack of meaningful movement and declaring the parties at an impasse. Parks Canada disagreed with this view, and proposed to continue negotiating, particularly as the parties are scheduled to meet at the bargaining table again from May 9th to 11th, 2023. Parks Canada believes that the most effective and productive way to achieve an agreement is at the bargaining table.
Parks Canada remains committed to meeting with the PSAC at their scheduled dates and to pursuing meaningful negotiations, with a view to reaching a new collective agreement that is both fair for employees, and reasonable for Canadians.
